West Virginia carry status overview
West Virginia is a permitless carry state. SB 347, signed by Governor Earl Ray Tomblin and effective May 26, 2016, originally set the permitless carry age at 21 (with an exception for 18+ active military and veterans). HB 4106, signed by Governor Patrick Morrisey on April 1, 2026 and effective June 12, 2026, lowered that threshold to 18 for everyone — repealing the old provisional-license requirement that had applied specifically to 18–20 year-olds. Any West Virginia resident or non-resident 18 or older who is legally eligible to possess a firearm may now carry a concealed handgun without a Concealed Handgun License (CHL).
The West Virginia CHL remains available and is strongly recommended for residents who travel, as it provides reciprocity in 35+ states.
